JOB TITLE
Project Technical Analyst – Micro, Small and Medium Enterprises (MSME) Finance
ORGANIZATION
UNDP / UNCDF (United Nations Development Programme / United Nations Capital Development Fund)
JOB SUMMARY
The Project Technical Analyst will support the implementation of MSME finance programmes focused on improving access to finance for micro, small, and medium enterprises, particularly within the sustainable tourism value chain.
The role involves project management support, compliance monitoring, results measurement, stakeholder coordination, and technical assistance under a USD 9 million European Union–funded programme. The analyst will ensure effective delivery of programme outputs, strong donor compliance, and high-quality reporting in line with UNDP/UNCDF standards.
KEY RESPONSIBILITIES
1. PROJECT IMPLEMENTATION & COORDINATION
  • Lead implementation of a USD 9 million EU-funded MSME finance programme
  • Coordinate daily project activities to ensure timely delivery of outputs
  • Track progress against workplans, budgets, and performance targets
  • Support preparation of donor reports (technical and financial)
  • Assist in partner selection, RFAs, evaluation, and due diligence processes
  • Support contract finalization and onboarding of implementing partners
  • Provide technical support to partners and monitor performance compliance
  • Maintain programme tracking tools for budget and implementation monitoring
  • Coordinate internal and external stakeholders for smooth project execution
2. QUALITY ASSURANCE & COMPLIANCE
  • Ensure compliance with UNDP/UNCDF policies, procedures, and internal controls
  • Review contracts, agreements, and project documents for compliance alignment
  • Support development and implementation of Results Measurement Framework
  • Ensure accurate alignment between financial delivery and program progress
  • Assist in audits, evaluations, and monitoring missions
  • Track implementation of audit and evaluation recommendations
  • Ensure high-quality donor reporting and performance documentation
3. MONITORING, KNOWLEDGE MANAGEMENT & LEARNING
  • Maintain and update project logframe and Results Framework
  • Strengthen data collection, verification, and reporting systems
  • Support performance tracking and impact measurement systems
  • Document lessons learned, success stories, and best practices
  • Contribute to UNCDF knowledge products and policy briefs
  • Support learning events, workshops, and stakeholder knowledge-sharing
  • Promote adaptive management and continuous improvement
4. PARTNERSHIPS & STAKEHOLDER MANAGEMENT
  • Manage coordination with UNDP technical team and implementing partners
  • Work with consortium partners including Enabel and UNESCO
  • Maintain relationships with government and private sector stakeholders
  • Monitor policy, regulatory, and market developments affecting MSME finance
  • Identify collaboration opportunities with UN agencies and development partners
  • Develop new partnerships and funding proposals for MSME and green economy initiatives
  • Strengthen ecosystem for MSME financing in sustainable tourism
5. PROGRAM LEADERSHIP & SUPERVISION
  • Supervise Digital Finance Analyst (NPSA 9)
  • Support team coordination and performance management
  • Ensure alignment of team outputs with programme objectives
REQUIRED SKILLS & COMPETENCIES
  • Strong project management and coordination skills
  • Excellent monitoring & evaluation (M&E) capabilities
  • Strong financial tracking and compliance understanding
  • Data analysis and reporting skills
  • Stakeholder engagement and partnership management skills
  • Knowledge of MSME finance systems and development programmes
  • Strong communication and report-writing skills
  • Ability to work in multi-partner international environments
QUALIFICATIONS (TYPICAL UNDP STANDARD)
  • Bachelor’s degree in:
    • Economics
    • Finance
    • Business Administration
    • Development Studies
    • Public Policy
    • Or related field
  • Master’s degree is an advantage (often preferred in UN roles)
EXPERIENCE
  • Experience in:
    • MSME finance or economic development
    • Project coordination or programme management
    • Donor-funded projects (EU, UN, World Bank, etc.)
    • Monitoring & Evaluation systems
    • Stakeholder coordination and partnership management
