JOB PURPOSE
To coordinate, manage, and implement policies, plans, and programmes for effective execution of administration and human resource functions in the Local Government Finance Commission.
KEY FUNCTIONS
  • Provide technical advice and guidance to Management on Human Resource policies, regulations, procedures, and disciplinary matters
  • Deploy staff within departments, divisions, sections, and units according to manpower needs
  • Coordinate Human Resource Development needs assessments and interventions
  • Coordinate implementation of the Open Performance Review and Appraisal System (OPRAS)
  • Maintain updated Human Resource records and data
  • Organize training and capacity development programmes
  • Interpret and disseminate Human Resource regulations and standing orders
  • Maintain proper records management systems and ensure disposal procedures comply with retention schedules
  • Facilitate custodian services including maintenance of office equipment, buildings, and grounds

Experience
  • Minimum of six (6) years’ working experience in Human Resource and Administration
  • At least three (3) years must be at Senior Level in Government or a reputable organization

JOB TITLE: SENIOR ACCOUNTANT

JOB PURPOSE

To support financial management in line with the Public Finance Management (PFM) Act 2015 and other financial regulations.

KEY FUNCTIONS

The successful candidate will be responsible for:
  • Verifying completeness of payment requisitions, justifications, and supporting documentation for financial transactions
  • Supervising periodic reconciliations of ledgers and cashbooks to account statements
  • Reconciling non-tax revenue to URA provisional returns and advising on appropriate actions
  • Producing routine financial management information and drafting periodic financial statements and reports
  • Preparing draft periodic statements and reports for compilation of final accounts
  • Coordinating preparation of draft responses to audit activities, audit queries, and oversight issues
  • Preparing warrants for LGFC
  • Verifying expenditures before payments are made
  • Preparing receipts for Local Purchase Orders (LPOs)
  • Performing any other duties assigned from time to time

PERSONAL SPECIFICATIONS

Qualifications
EITHER
  • An Honors Bachelor’s Degree in:
    • Commerce (Accounting Option)
    • Business Administration (Accounting Option)
    • Business Studies (Accounting Option)
    • Finance and Accounting
PLUS full professional qualification in:
  • ACCA
  • CPA
OR
  • Full professional qualification in Accountancy such as:
    • ACCA
    • CPA
    • ACIS
    • CPE
from a recognized awarding institution/body accredited by ICPAU
PLUS
  • A Postgraduate qualification in:
    • Financial Management
    • Business Administration
from a recognized institution

WORKING EXPERIENCE

Applicants should have:
  • Minimum of three (3) years relevant working experience at the level of Accountant in Government
