ORGANIZATION PROFILE
EMERGENCY is an independent Italian humanitarian organization founded in 1994, providing free, high-quality medical and surgical care to victims of war, landmines, and poverty. In Uganda, in partnership with the Ministry of Health, EMERGENCY operates the Children’s Surgical Hospital in Entebbe, offering specialized pediatric surgical services free of charge.
KEY RESPONSIBILITIES
Facility & Infrastructure Management
  • Plan, organize, and supervise all facility, logistics, and technical operations within the hospital and compounds
  • Coordinate maintenance of infrastructure including buildings, HVAC, water systems, sanitation, IT systems, cold chain, laundry, and medical gas systems
  • Supervise technical works, renovations, and infrastructure expansion projects
Operations & Compliance
  • Ensure proper waste management (medical, hazardous, and general waste) in line with safety standards
  • Enforce security policies and internal operational procedures
  • Ensure compliance with donor requirements and internal regulations
  • Maintain action plans for facility and operational management
Procurement & Logistics
  • Supervise procurement of technical, biomedical, and consumable materials
  • Ensure proper documentation and compliance in procurement processes
  • Coordinate shipping, customs clearance, and transport logistics
  • Oversee warehouse and inventory management systems
Fleet & Asset Management
  • Supervise maintenance of vehicles, infrastructure, IT systems, and technical equipment
  • Ensure proper fleet management and operational readiness
Budgeting & Reporting
  • Participate in preparation and monitoring of facility-related budgets
  • Develop and manage data systems for maintenance, inventory, and operations
  • Produce regular operational and facility management reports
  • Recommend technical and organizational improvements
Human Resource & Team Leadership
  • Supervise non-medical and technical staff
  • Manage workload planning and operational priorities
  • Support recruitment, onboarding, training, and performance evaluation
  • Identify and develop staff leadership potential
Coordination & Stakeholder Engagement
  • Work closely with medical, HR, and administrative leadership teams
  • Liaise with service providers, contractors, and external stakeholders
  • Participate in internal and external coordination meetings
REQUIRED QUALIFICATIONS & EXPERIENCE
  • Bachelor’s Degree in Engineering, Facility Management, Logistics, Technical Sciences, or related field
  • Minimum 5 years’ experience in facility management, hospital operations, or related roles
  • Experience in NGOs, hospitals, or humanitarian settings is highly desirable
  • Strong knowledge of infrastructure systems and maintenance operations
  • Proven experience managing multidisciplinary teams
  • Strong leadership, problem-solving, and organizational skills
  • Excellent communication skills (written and spoken English)
  • Good computer skills (MS Office)
  • Ability to work in multicultural environments with high integrity
