ORGANISATION OVERVIEW
The Nile Basin Initiative (NBI) is an intergovernmental partnership of Nile Basin countries including Burundi, DRC, Egypt, Ethiopia, Kenya, Rwanda, South Sudan, Sudan, Tanzania, and Uganda. Established in 1999 as a transitional mechanism by the Council of Ministers on Water Affairs, NBI promotes cooperation and sustainable development of the Nile River for equitable benefit sharing among member states.
NBI operates through three centres:
NBI Secretariat (SEC) – Entebbe, Uganda
NELSAP-CU – Kigali, Rwanda
ENTRO – Addis Ababa, Ethiopia
The shared vision is sustainable socio-economic development through equitable utilization of Nile Basin water resources.
POSITION SUMMARY
The Knowledge Management Specialist will support the Nile Basin Initiative in strengthening knowledge generation, documentation, sharing, and utilization across programmes and member states. The role is regional in scope and based at the NBI Secretariat in Entebbe, Uganda, with possible travel within and outside the basin countries as required.
CONTRACT DETAILS
Regional position with a six (6) year term
Annual contracts renewable based on performance, funding availability, and organisational needs
KEY RESPONSIBILITIES
Develop and implement knowledge management systems and frameworks across NBI programmes.
Capture, document, and disseminate best practices, lessons learned, and success stories from basin-wide initiatives.
Support development of knowledge products including reports, briefs, publications, and communication materials.
Facilitate knowledge sharing platforms, learning events, and stakeholder engagement sessions.
Strengthen institutional memory and ensure accessibility of knowledge across member states.
Collaborate with technical teams across NBI centres to integrate knowledge management into project implementation.
Support monitoring and evaluation processes by integrating learning components.
Promote innovation and evidence-based decision-making across programmes.

Established in 1999, NBI promotes cooperation and sustainable development of the Nile River for the equitable benefit of all member states. It operates through three regional centres: NBI SEC (Entebbe, Uganda), NELSAP-CU (Kigali, Rwanda), and ENTRO (Addis Ababa, Ethiopia).
Duty Station
NBI Secretariat, Entebbe – Uganda, with possible travel within and outside the Nile Basin countries as required.
Employment Duration
Six-year regional contract, renewable annually subject to performance, funding availability, and organisational needs.
Job Purpose
To lead and strengthen Monitoring, Evaluation and Learning (MEL) systems within the Nile Basin Initiative, ensuring effective tracking of project performance, results measurement, and learning to improve programme delivery and inform decision-making across regional initiatives.
Key Responsibilities
Monitoring, Evaluation & Learning Systems Management
  • Design, implement, and maintain robust MEL frameworks across NBI programmes
  • Develop results frameworks, indicators, and performance measurement tools
  • Ensure alignment of MEL systems with organisational and donor requirements
Data Collection, Analysis & Reporting
  • Oversee collection, validation, and analysis of programme data
  • Conduct field monitoring visits to assess project performance
  • Prepare high-quality MEL reports for internal and donor reporting
Learning & Knowledge Utilisation
  • Promote evidence-based decision-making across programmes
  • Capture lessons learned and best practices for continuous improvement
  • Support dissemination of findings across member states and stakeholders
Capacity Building & Technical Support
  • Train staff and implementing partners on MEL tools and systems
  • Strengthen data quality assurance and reporting capacity
  • Provide technical guidance on evaluation methodologies
Stakeholder Coordination & Communication
  • Work closely with programme teams, Country Directors, and Knowledge Leadership units
  • Support coordination between regional centres and member states
  • Engage stakeholders to ensure compliance with MEL standards and frameworks
Qualifications & Requirements
Education
  • Bachelor’s degree in Monitoring & Evaluation, Statistics, Economics, Development Studies, Social Sciences, or related field
Experience
  • Proven experience in Monitoring, Evaluation and Learning in development programmes
  • Experience in data analysis, reporting, and results-based management
  • Experience working in multi-country or regional projects is an added advantage
