JOB OPPORTUNITY – PROGRAM OFFICER (VIOLENCE PREVENTION & GIRL POWER PROGRAM)

Organisation: Children’s Rights and Violence Prevention Fund (CRVPF)
Duty Station: Kampala, Uganda (with regular travel)
Reports To: Regional Program Coordinators (Dual Matrix Reporting)
Contract Duration: One (1) Year Fixed-Term Contract

ABOUT CRVPF

Children’s Rights and Violence Prevention Fund (CRVPF) is a regional child rights and social justice intermediary organization headquartered in Uganda. The organization provides grants and capacity strengthening support to community-based organizations across Uganda, Kenya, Tanzania, and Ethiopia.
CRVPF works to promote child protection, prevent violence, sexual abuse, and exploitation of children and adolescents, while supporting safer and more nurturing environments for healthy child development.
The organization operates through a cluster partnership model that brings together community organizations and local NGOs to jointly address the needs of children, adolescents, families, schools, and communities.
CRVPF currently manages key regional initiatives including:
  • Prevention of Violence Against Children and Young People (PVAC)
  • Adolescent Girls Power Program (AGPP)
  • Empower Youth Through Data and Community Development (EYDCD)

POSITION PURPOSE

The Program Officer will support the implementation and coordination of CRVPF-funded programs, with a major focus on the Adolescent Girls Power Program (AGPP) and the Prevention of Violence Against Children (VAC) Program.
The role focuses on program implementation support, partner coordination, safeguarding, monitoring and learning, compliance management, and strengthening community-based interventions that are child-centered and gender-responsive.
The successful candidate will work closely with the Regional Program Coordinators under a dual reporting structure.

KEY RESPONSIBILITIES

1. Program & Grant Implementation (40%)
  • Support dissemination of Calls for Interest (CoI) for grant applications among partners.
  • Participate in identification and selection of partners for Expressions of Interest.
  • Ensure partner applications are properly entered into the CRVPF MIS FLUXX system in collaboration with the IT team.
  • Communicate with prospective partners throughout the grant-making process including due diligence, onboarding, and pre-grant assessments.
  • Support review processes for planning, learning, and long-term grants.
  • Participate in proposal co-creation and ensure timely completion of review processes.
2. Technical Support & Capacity Development (30%)
  • Support partner capacity assessments to guide partner selection and support planning.
  • Organize and coordinate partner capacity-building initiatives.
  • Identify implementation risks and support partner compliance with legal and statutory obligations.
  • Review and update partner profiles periodically to ensure accurate records.
  • Support safeguarding compliance, complaints handling, and feedback mechanisms among partners.
  • Facilitate training on situation analysis, adolescent girls empowerment, and leadership development.
  • Promote gender-transformative, survivor-centered, and rights-based programming approaches.
  • Strengthen community awareness and referral systems for violence prevention and response.
  • Coordinate logistics for program activities and field engagements.
3. Monitoring, Evaluation & Learning (30%)
  • Ensure timely and high-quality partner reporting to CRVPF and donors.
  • Organize and participate in field monitoring and support supervision visits.
  • Ensure partners effectively utilize the CRVPF FLUXX system and approved program tools.
  • Support data quality assurance and accurate reporting in collaboration with the MEL team.
  • Conduct regular partner check-ins, monitoring sessions, and field visits.
  • Document success stories, case studies, and lessons learned for program improvement and communication purposes.
  • Ensure proper filing and documentation of all program records.
  • Track program assets procured through grants and ensure timely updates.

QUALIFICATIONS & EXPERIENCE

Education
  • Bachelor’s Degree in Social Sciences, Development Studies, Project Management, Education, or a related field.
  • Postgraduate qualification in a relevant discipline is an added advantage.
  • Additional training in Program Management, Monitoring & Evaluation, or Youth Development is desirable.
Work Experience
  • Minimum of 5–7 years of experience in program implementation, child protection, safeguarding, gender, or youth-focused programming.
  • Experience working with children, adolescent girls, and community-based organizations.
  • Experience supporting donor-funded projects and community interventions.
  • Experience in violence prevention or gender programming is highly desirable.
  • Understanding of the East African regional context is an added advantage.
