Job Summary
C-Care Uganda is seeking an experienced and highly skilled Supply Chain Manager – Imports to lead the end-to-end importation of pharmaceuticals, medical consumables, and medical equipment.
The role is responsible for ensuring timely, compliant, and cost-effective importation processes while managing supplier relationships, regulatory compliance, customs clearance, contract management, and import strategy execution.
The successful candidate will play a key leadership role in ensuring uninterrupted supply of critical healthcare products across the organization.

Key Responsibilities
Importation Strategy & Planning
Develop and implement a comprehensive importation strategy for pharmaceuticals, medical consumables, medical equipment, and other healthcare products.
Ensure cost-effective sourcing and importation practices that optimize supply continuity, reduce procurement costs, and improve operational efficiency.
Lead import planning to ensure optimal stock availability while minimizing inventory holding costs.
Identify opportunities for cost savings through supplier negotiations, freight optimization, tax efficiency, and process improvements.
Develop contingency and risk mitigation plans to address potential supply disruptions.
Import Operations Management
Oversee the full importation cycle from procurement order placement to final delivery.
Ensure all imported goods are delivered on time, in full, and in compliance with regulatory and organizational requirements.
Coordinate with suppliers, freight forwarders, customs agents, and internal departments to ensure smooth import operations.
Monitor shipment schedules, customs clearance processes, lead times, and delivery performance while proactively addressing delays and disruptions.
Supplier & Stakeholder Management
Build and maintain strong relationships with both local and international suppliers.
Conduct regular supplier performance evaluations and ensure compliance with service level agreements.
Lead negotiations on pricing, delivery timelines, service quality, and contractual terms.
Collaborate closely with internal departments including Finance, Pharmacy, Clinical Teams, Regulatory Affairs, and Operations to align import activities with organizational needs.
Regulatory Compliance & Government Relations
Ensure full compliance with all relevant importation, pharmaceutical, medical device, customs, and healthcare regulations.
Maintain strong working relationships with regulatory authorities including:
  • National Drug Authority (NDA)
  • Uganda Revenue Authority (URA)
  • Uganda National Bureau of Standards (UNBS)
  • Ministry of Health and other regulatory bodies
Ensure all import permits, licenses, and documentation are accurate, valid, and up to date.
Support audits, inspections, and regulatory submissions while ensuring adherence to compliance standards.
Contract Management
Oversee supplier contracts related to imported products and ensure compliance with contractual obligations.
Monitor pricing agreements, service levels, renewal timelines, and supplier performance.
Support contract negotiations and renewals to achieve favorable commercial and operational outcomes.
Process Management & SOP Development
Develop, implement, and continuously improve importation policies, processes, and Standard Operating Procedures (SOPs).
Standardize import workflows to ensure efficiency, compliance, and operational consistency.
Drive process optimization initiatives to reduce costs and improve turnaround times.
Performance Monitoring & Reporting
Establish and monitor importation KPIs including:
  • On-time delivery performance
  • Shipment lead times
  • Customs clearance timelines
  • Supplier performance
  • Import costs and savings
  • Stock availability and supply continuity
Prepare detailed performance reports and provide actionable insights to management for decision-making.
Risk Management
Identify and manage risks affecting importation operations including regulatory, geopolitical, supplier, logistics, and market risks.
Develop and implement business continuity plans for critical healthcare imports.
Ensure effective risk controls are in place to protect supply chain stability.
Leadership & Team Management
Provide leadership, coaching, and mentorship to supply chain and logistics teams involved in import operations.
Build team capability through training and development initiatives.
Promote a culture of accountability, compliance, collaboration, and continuous improvement.

Qualifications
  • Bachelor’s degree in Supply Chain Management, Procurement, Logistics, Pharmacy, Business Administration, or related field
  • Professional certification in Supply Chain, Procurement, Logistics, or International Trade is an added advantage
  • Master’s degree in Supply Chain Management or Business Administration is desirable

Experience
  • 7–10 years of progressive supply chain experience
  • At least 5 years in pharmaceutical or healthcare importation management
  • Proven experience working with NDA, URA, UNBS, and customs authorities
  • Strong background in supplier management, import compliance, and contract negotiation

Skills and Competencies
The ideal candidate should demonstrate strong leadership in supply chain operations, importation strategy, and regulatory compliance.
Excellent knowledge of international trade, customs processes, pharmaceutical supply chains, and logistics coordination is required.
Strong analytical, negotiation, stakeholder management, and reporting skills are essential. The role requires high attention to detail, strategic thinking, and the ability to operate in a fast-paced healthcare environment.
