About the SHINE Education Project
The SHINE Project is an education programme funded by UNICEF and implemented in 200 primary schools across five districts in Karamoja:
- Amudat
- Moroto
- Napak
- Nabilatuk
- Nakapiripirit
The project aims to strengthen education access, quality learning outcomes, child protection, and community participation in schools.
Job Summary
ZOA Uganda is seeking five experienced and motivated Project Officers – Education to support implementation of the SHINE Project in Karamoja.
The Project Officer will support the Project Manager in planning, coordinating, monitoring, and implementing education activities within assigned districts.
The role requires strong experience in education programming, community engagement, reporting, child safeguarding, and working with government and community stakeholders.
Key Responsibilities
1. Education Project Implementation
The Project Officer will:
- Support implementation of education activities according to project proposals and donor requirements.
- Ensure project activities achieve planned outputs and outcomes.
- Support education interventions in assigned primary schools.
- Ensure implementation meets ZOA, UNICEF, and Government of Uganda standards.
- Support community volunteers involved in project activities.
- Monitor education activities and provide technical support.
- Ensure activities align with project log frames and quality standards.
- Support continuous improvement of education programmes.
2. Child Safeguarding and Protection
Responsibilities include:
- Promote child safeguarding and protection throughout project implementation.
- Monitor and report safeguarding concerns according to ZOA policies.
- Ensure activities follow a “Do No Harm” approach.
- Promote safe learning environments for children.
- Ensure adherence to child protection standards.
3. Planning and Coordination
The Project Officer will:
- Support preparation of implementation plans.
- Participate in coordination meetings.
- Work with:
- Schools
- Community leaders
- Government education officials
- Partners
- Community volunteers
- Participate in technical working groups.
- Support collaboration among education stakeholders.
4. Reporting and Documentation
Responsibilities include:
- Provide inputs into project plans and reports.
- Prepare monthly activity reports.
- Document lessons learned and best practices.
- Develop success stories.
- Support donor and internal reporting.
- Collect monitoring data using ZOA systems.
- Maintain accurate project documentation.
5. Accountability and Community Engagement
The Project Officer will:
- Sensitize communities and stakeholders on feedback and complaint mechanisms.
- Ensure complaints and feedback are properly documented.
- Promote accountability to beneficiaries.
- Maintain professional relationships with communities and partners.
- Ensure compliance with ZOA Code of Conduct and safeguarding policies.
Required Qualifications
Applicants should have:
- Bachelor’s Degree in:
- Education
- Adult and Community Education
- Development Studies
- Related relevant fields.
Required Experience
Candidates should have:
- Minimum 3–4 years of experience in a similar position.
- Experience implementing:
- Education projects.
- Community development programmes.
- NGO projects.
- Experience working in Karamoja or similar Ugandan contexts is highly desirable.
- Experience with institutional donor-funded projects is an added advantage.
- Experience working with implementing partners is an added advantage.

Language Requirements
Candidates should have:
- Excellent English communication skills.
- Understanding of local languages and cultures in Karamoja is an advantage.
Motorcycle Riding Requirement
Applicants must have:
- Ability to ride a motorcycle.
- Valid motorcycle riding licence.
This is a mandatory requirement due to regular field travel.
Work Environment
The Project Officer will be based in Karamoja and conduct regular field visits to project schools and communities.
The role requires:
- Frequent travel to remote locations.
- Engagement with schools and communities.
- Flexibility during reporting periods and field activities.
- Ability to work in challenging environments.
