The organization is seeking a highly organized, analytical, and detail-oriented Project Finance Officer to strengthen financial management, donor compliance, budgeting, and reporting across its donor-funded projects.

Job Summary

The Project Finance Officer will play a critical role in ensuring effective financial planning, budgeting, expenditure monitoring, donor compliance, financial reporting, and internal controls. The successful candidate will work closely with programme teams to ensure project funds are managed efficiently, transparently, and in accordance with donor regulations and organizational policies.
This role is ideal for finance professionals with NGO experience who are passionate about accountability, financial stewardship, and supporting programmes that promote gender equality and social justice.

Key Responsibilities

Financial Planning and Budget Management
  • Prepare annual, quarterly, and monthly project budgets.
  • Support budget development aligned with project work plans.
  • Monitor expenditure against approved budgets.
  • Prepare cash flow forecasts and funding projections.
  • Support budget revisions and reallocations when required.
  • Monitor project burn rates and spending trends.
Financial Reporting
  • Prepare accurate monthly, quarterly, and annual financial reports.
  • Produce donor financial reports according to funding requirements.
  • Support financial analysis and forecasting.
  • Ensure timely submission of financial reports.
Donor Compliance
  • Ensure project expenditures comply with donor regulations.
  • Verify supporting documentation for all financial transactions.
  • Maintain complete financial records for donor verification.
  • Ensure correct allocation of project costs.
  • Support donor audits and compliance reviews.
Expenditure Monitoring
  • Review payment requests and budget availability.
  • Validate procurement documents and supporting receipts.
  • Ensure expenses are charged to the correct budget lines.
  • Maintain updated financial tracking tools.
  • Identify budget variances and recommend corrective action.
Procurement and Asset Management
  • Support procurement planning and budget verification.
  • Ensure procurement follows organizational and donor policies.
  • Assist with value-for-money assessments.
  • Monitor project assets and inventory records.
Internal Controls and Risk Management
  • Implement strong financial controls.
  • Identify financial risks and recommend mitigation measures.
  • Support fraud prevention initiatives.
  • Ensure proper documentation and segregation of duties.
  • Maintain compliance with audit requirements.
Programme Support
  • Train project teams on financial procedures.
  • Guide staff on budgeting and donor compliance.
  • Participate in project review meetings.
  • Provide financial advice to programme managers.
Coordination
  • Work closely with the Finance Department.
  • Support reconciliations and payment processing.
  • Ensure project accounts are accurately reflected in organizational financial systems.
  • Coordinate timely submission of financial documentation.

Required Qualifications

Applicants should possess:
  • Bachelor's Degree in Accounting, Finance, Business Administration, or a related discipline.
  • CPA, ACCA, or other professional accounting qualification is an added advantage.
  • Minimum three years of NGO project finance experience.
  • Experience managing donor-funded projects.
  • Knowledge of accounting software such as QuickBooks, Tally, or ERP systems.
  • Strong budgeting and financial reporting skills.
  • Excellent analytical and problem-solving abilities.
  • High attention to detail and accuracy.
  • Strong communication and interpersonal skills.
  • Ability to work under pressure and meet deadlines.
