VACANCY ANNOUNCEMENT – PROGRAMME ANALYST (GENDER AND HUMAN RIGHTS)

Job Purpose
The Programme Analyst (Gender and Human Rights) supports mainstreaming gender equality and human rights across UNFPA Uganda programmes and works with government and partners to implement policy and programmatic interventions.
The role contributes to gender and human rights programming, including sexual and gender-based violence (SGBV) interventions, within UNFPA’s Country Office operations and joint UN programming under the “Delivering as One” framework.
The position works closely with government ministries, UN agencies, development partners, and civil society organizations to ensure coordinated, rights-based programming aligned with national development priorities.
Key Responsibilities
A. Programme Management
  • Contribute to formulation and design of country programmes and annual work plans aligned with government priorities.
  • Ensure quality programme design using lessons learned, best practices, and policy updates.
  • Monitor programme progress and report on results using M&E tools.
  • Identify implementation constraints and recommend corrective actions.
  • Prepare programme and donor reports in line with UNFPA standards.
  • Monitor implementing partners for compliance and performance.
  • Coordinate project implementation with government, UN agencies, and stakeholders.
  • Support knowledge management and documentation of lessons learned.
  • Prepare and manage budgets and monitor expenditures.
  • Process travel and procurement requests through UNFPA systems (Quantum/e-procurement).
  • Manage and track assets provided to implementing partners.

B. Technical Expertise
  • Analyze political, social, and economic environments affecting gender and human rights programming.
  • Contribute to policy dialogue and national development frameworks.
  • Participate in national and sub-national coordination platforms.
  • Strengthen access to services for SGBV survivors, including legal support.
  • Support data collection, analysis, and evidence-based programming.
  • Promote condom programming and reproductive health initiatives.
  • Contribute to UN inter-agency coordination mechanisms.
  • Ensure inclusion of adolescents and persons with disabilities in programming.

C. Advocacy and Resource Mobilization
  • Support preparation of advocacy and donor materials (briefs, proposals, speeches, concept notes).
  • Develop communication materials such as fact sheets, infographics, and presentations.
  • Support resource mobilization and co-financing initiatives.
  • Build and maintain strategic partnerships for gender and human rights programming.
  • Represent UNFPA in meetings, forums, and public events when required.

D. General Support
  • Provide support to other programme team members when required.
  • Perform additional duties as assigned by UNFPA leadership.

Qualifications and Experience
Education
  • Master’s degree in Law, Human Rights, Gender, Development, Population Studies, or related social science field.

Experience
  • At least 2 years of progressively responsible experience in development and population-related work.
  • Experience in gender and human rights programming is desirable.
  • Experience in sexual and reproductive health and SGBV programming preferred.
  • Experience in programme/project management in multi-sector settings.
  • Experience working with government, NGOs, or UN systems is an advantage.
  • Field experience is an added advantage.

Technical Knowledge
  • Gender-based violence programming and women’s rights
  • Access to justice and legal systems
  • National and international human rights frameworks
  • UN system and UNFPA mandate (advantage)

Languages
  • Fluency in English required
  • Knowledge of French or other UN languages is an advantage
