Job Description – Lifting Coordinator | EACOP | Uganda
The East African Crude Oil Pipeline (EACOP) is seeking a highly competent Lifting Coordinator responsible for the safe planning, supervision, and execution of all lifting and hoisting operations across field sites. The role ensures strict compliance with EACOP procedures, international lifting standards, and statutory regulations to guarantee safe, efficient, and controlled lifting operations supporting construction, logistics, maintenance, and operations activities.
Key Responsibilities
Lifting Planning & Coordination
  • Develop and review lifting plans and risk assessments for all critical and non-critical lifts
  • Coordinate daily lifting activities across logistics yards, warehouses, pump stations, and maintenance areas
  • Ensure availability and readiness of cranes, forklifts, rigging gear, and lifting equipment
  • Maintain and update the Lifting Operations Register and records
Supervision of Lifting Operations
  • Supervise all lifting activities to ensure compliance with approved lifting plans and permits
  • Coordinate with contractors and subcontractors to ensure adherence to EACOP HSE standards
  • Authorize and sign off permits for critical lifting operations
  • Provide on-site technical support for complex and heavy lifting operations
Safety, HSE & Compliance
  • Ensure compliance with EACOP HSE Management System and international standards (LOLER, BS 7121, ISO, API, ASME)
  • Conduct toolbox talks and pre-lift safety briefings
  • Stop unsafe lifting operations and enforce corrective actions immediately
  • Lead incident investigations related to lifting and hoisting activities
  • Promote a strong lifting safety culture across field operations
Equipment Inspection & Certification
  • Ensure lifting equipment and accessories are inspected, tested, and certified by competent authorities
  • Maintain up-to-date lifting gear registers
  • Liaise with third-party inspection agencies for statutory certifications
  • Ensure defective or expired lifting equipment is removed from service
Training & Capacity Building
  • Provide mentoring, coaching, and refresher training for riggers, signalers, and crane operators
  • Support workforce development in line with local content requirements
  • Ensure continuous awareness of lifting procedures among operational teams
Stakeholder Coordination
  • Work closely with field logistics, warehouse, maintenance, and operations teams
  • Coordinate with contractors and subcontractors for safe execution of lifting tasks
  • Ensure closure of audit findings and compliance reports
Requirements
Education & Certification
  • Diploma or Degree in Mechanical Engineering, Logistics, or related technical field
  • Lifting & Rigging Certification (OPITO, LEEA, or equivalent) – mandatory
Experience
  • Minimum 5 years of experience in lifting operations within Oil & Gas, Petrochemical, or heavy engineering industries
  • Proven experience supervising heavy and complex lifts (100+ tons)
  • Experience in remote or East African project environments is an added advantage
Technical Knowledge
  • Strong knowledge of cranes, forklifts, rigging gear, and lifting equipment
  • Ability to prepare and review detailed lifting plans
  • Knowledge of international lifting standards (LOLER, API RP 2D, BS 7121, ISO, ASME)

  • Strong leadership and supervisory skills
  • Excellent decision-making and problem-solving under pressure
  • Strong communication and reporting skills (English required; Swahili/French an advantage)
  • High commitment to HSE and safety-first culture

  • Ability to work in remote and challenging environments
