TotalEnergies Uganda is seeking experienced professionals to join its oil and gas projects in Uganda. The company is recruiting for the following positions:
1. Electrical Facilities Commissioning Engineer
Key Responsibilities
Planning and Coordination
- Develop and update short-term plans and look-ahead plans for Electrical Facilities work in line with the overall project schedule.
- Coordinate daily and weekly work fronts with site supervisors, discipline leads, and subcontractors to optimize resource allocation and sequencing of activities.
Work Monitoring
- Track and monitor the daily progress of Electrical Facilities activities.
- Monitor the status of critical equipment, long-lead items, and materials required for Electrical Facilities.
- Ensure the tracking of engineering deliverables, shop drawings, and technical submissions.
Technical Support and Interfaces
- Assist site teams in resolving technical queries and clarifying construction details.
- Coordinate with commissioning teams to ensure a smooth workflow and timely handovers.
Pre-commissioning and Readiness
- Monitor pre-commissioning activities, punch list completion, and preparation for Electrical Facilities commissioning.
- Verify the conformity of electrical systems before handover.
Communication and Reporting
- Serve as a communication liaison between Contractors and the project team.
- Translate and clarify technical requirements, documentation, and meeting outcomes to ensure mutual understanding.
- Prepare concise daily reports on progress, issues, and required actions.
- Maintain accurate records of meetings, decisions, and follow-up actions.
Requirements
- Engineering degree or equivalent in a related discipline with experience in pre-commissioning within Oil & Gas.
- Minimum 10 years of experience in oil and gas projects, with extensive multi-discipline pre-commissioning and oil and gas construction experience.
- Good knowledge of company General Specifications and/or previous experience with major contractors in oil and gas construction projects.
- Fully conversant with applicable Oil and Gas Industry International Codes, Standards, and best industry practices.
- Good awareness of other disciplines and experience working in multidisciplinary teams.
- Excellent leadership, communication, and organizational skills.

2. GTG Utilities Commissioning Engineer
Key Responsibilities
Planning and Coordination

Work Monitoring
- Track and monitor the daily progress of GTG activities.
- Monitor the status of critical equipment, long-lead items, and materials required for GTG.
- Ensure the tracking of engineering deliverables, shop drawings, and technical submissions.
Technical Support and Interfaces
- Assist site teams in resolving technical queries and clarifying construction details.
- Coordinate with mechanical, electrical, instrumentation, and commissioning teams to ensure a smooth workflow and timely handovers.
Pre-commissioning and Readiness
- Monitor pre-commissioning activities, punch list completion, and preparation for Utilities commissioning.
- Verify the conformity of auxiliary systems before handover.
Communication and Reporting
- Serve as a communication liaison between SINOPEC and the project team.
- Translate and clarify technical requirements, documentation, and meeting outcomes to ensure mutual understanding.
- Prepare concise daily reports on progress, issues, and required actions.
- Maintain accurate records of meetings, decisions, and follow-up actions.
Requirements
- Engineering degree or equivalent in a related discipline with experience in Utilities commissioning within Oil & Gas.
- Minimum 10 years of experience in oil and gas projects, with extensive Utilities commissioning and oil and gas construction experience.
- Ability to facilitate progress tracking across engineering, procurement, construction, and pre-commissioning activities to expedite preparation for Utilities commissioning.
- Good knowledge of Company General Specifications and/or previous experience with major contractors in oil and gas construction projects.
- Fully conversant with applicable Oil and Gas Industry International Codes, Standards, and best industry practices.
- Good awareness of other disciplines and significant responsibility in multidisciplinary teams or projects.
- Excellent leadership, communication, and organizational skills.

3. Construction Completion Manager
Key Responsibilities
- Ensure timely completion of site activities to meet commissioning planning dates.
- Develop and maintain the Construction Completion Plan aligned with project schedules, commissioning sequences, and contractual milestones.
- Coordinate with Engineering and Commissioning teams to ensure system boundaries and turnover strategies are clearly defined and accepted.
- Follow up completion activities according to the overall construction and commissioning schedule.
- Oversee punch listing, prioritization, tracking, and close-out activities.
- Ensure construction completion aligns with commissioning readiness requirements.
- Coordinate closely with Construction, Commissioning, Operations, QA/QC, and Engineering teams.
- Ensure all systems are handed over complete, safe, and operable, with zero open Category A punch items unless formally accepted.
- Manage interfaces between construction, pre-commissioning, and live systems.
- Lead completion activities with EPSCC contractors.
- Ensure contractors apply agreed completion processes, systems, and reporting requirements.
- Challenge underperformance and implement recovery actions where required.
- Act as the focal point for completion-related contractual and technical interfaces.
- Manage changes effectively and implement mitigation measures where necessary.
- Facilitate cross-organizational optimization with Surface Facilities teams.
- Implement HSE and QA/QC project requirements at all stages of the completion phase.
- Promote the highest safety standards during the construction phase.
- Develop a good understanding of Ugandan regulations related to land rights, building permits, construction, safety, and environmental protection.
- Maintain optimum local content commitments made to Ugandan authorities.
- Support the Surface Facilities Manager in engagements with project stakeholders.
- Relay orientations and decisions made by the Surface Facilities Manager.
Requirements
- Graduate Engineer with an MSc in Mechanical, Electrical, Civil, or Process Engineering.
- Minimum 15 years of experience in the Oil & Gas industry, with a proven track record in large-scale projects and complex environments.
- Extensive technical knowledge and experience in managing multifaceted EPC activities.
- Broad experience in contractual management and project execution.
- Strong focus on all HSE aspects of project execution.
- Demonstrated ability to lead multidisciplinary and multicultural teams effectively.
- Strategic outlook and ability to align project goals with organizational objectives.
- Excellent communication skills with the ability to convey complex technical and strategic information to diverse stakeholders.
