JOB DESCRIPTIONS – YEELD PROJECT (UGANDA)

PROJECT BACKGROUND
The Youth Economic Empowerment through Livestock Development (YEELD) Program is a five-year initiative aimed at improving the socio-economic well-being and resilience of financially disadvantaged young people aged 18–35 years in Uganda through livestock value chains (poultry, piggery, and small ruminants). The program targets 250,000 work opportunities across 20 districts in Teso, Bukedi, and Ankole sub-regions, implemented by Ripple Effect, dfcu Foundation, MUCOBADI, and ACFODE in partnership with the Mastercard Foundation.

1. CLUSTER COORDINATOR (1 POSITION)

Job Purpose
Provides strategic leadership and oversight for YEELD implementation across districts in the cluster, ensuring quality delivery, achievement of targets, market systems strengthening, financial inclusion, and youth empowerment.
Key Responsibilities
  • Overall leadership of project planning and implementation across districts
  • Coordinate livestock value chain interventions (poultry, piggery, small ruminants)
  • Ensure achievement of employment creation, enterprise growth, and inclusion targets
  • Strengthen partnerships with government, private sector, and development partners
  • Oversee financial inclusion systems (VSLA → SACCO progression)
  • Supervise district teams and ensure quality assurance
  • Lead MEAL, reporting, and learning systems
  • Ensure compliance, safeguarding, and risk management
  • Oversee budgeting, logistics, and resource management
  • Drive capacity building and enterprise development systems
Qualifications
  • Bachelor’s degree in Agriculture or related field
  • Postgraduate qualification added advantage
  • 10+ years experience (5+ supervisory) in livelihoods/livestock/market systems

2. DISTRICT COORDINATOR (4 POSITIONS)

Job Purpose
Leads district-level implementation of YEELD interventions, ensuring delivery of livestock value chain programs, financial inclusion, youth empowerment, and inclusive economic participation.
Key Responsibilities
  • Implement district work plans and ensure target achievement
  • Supervise Project Officers and field teams
  • Lead livestock extension and farmer training activities
  • Strengthen VSLAs, SACCOs, and financial inclusion systems
  • Promote youth, women, and PWD inclusion
  • Coordinate stakeholder engagement at district level
  • Monitor project performance and reporting
  • Ensure compliance and safeguarding
  • Mobilize communities and strengthen producer groups
Qualifications
  • Bachelor’s degree in Agriculture or related field
  • 6+ years experience in livelihoods/livestock/youth programs
  • Experience with district government structures preferred

3. PROJECT OFFICER (8 POSITIONS)

Job Purpose
Supports sub-county level implementation, community mobilization, training, youth group formation, and livestock enterprise development.
Key Responsibilities
  • Mobilize and enroll youth groups
  • Support formation of producer groups and enterprises
  • Deliver training (financial literacy, entrepreneurship, livestock practices)
  • Support VSLA formation and financial inclusion
  • Facilitate market linkages and input access
  • Collect field data and prepare reports
  • Promote gender and social inclusion
  • Support extension services and demonstrations
Qualifications
  • Diploma or Bachelor’s degree in related field
  • 4+ years community development/livelihood experience

4. MEAL OFFICER (2 POSITIONS)

Job Purpose
Manages monitoring, evaluation, accountability, and learning systems for YEELD across the cluster.
Key Responsibilities
  • Manage MIS and data systems
  • Track project indicators and results
  • Conduct data quality assurance and field verification
  • Support surveys, evaluations, and assessments
  • Produce reports and dashboards
  • Train staff on data tools (Kobo, ODK, MIS)
  • Support accountability and feedback systems
  • Promote evidence-based decision making
Qualifications
  • Bachelor’s in Statistics, Economics, M&E, or related field
  • 5+ years MEAL experience in donor-funded projects
  • Experience with Kobo/ODK and data analysis tools required

5. FINANCE & ADMINISTRATIVE ASSISTANT (1 POSITION)

Job Purpose
Provides financial processing, documentation, and administrative support at cluster level.
Key Responsibilities
  • Process payments and vouchers
  • Maintain financial records and cashbooks
  • Manage mobile money transactions
  • Handle statutory compliance (PAYE, NSSF, etc.)
  • Support audits and financial reporting
  • Manage office administration and logistics
  • Maintain inventory and procurement documentation
Qualifications
  • Bachelor’s degree in Accounting/Finance/Business
  • 3+ years finance/administration experience (NGO preferred)

6. FINANCE ASSISTANT (1 POSITION)

Job Purpose
Supports accounting, financial reporting, budget monitoring, and payment processing.
Key Responsibilities
  • Process payments and financial documentation
  • Manage staff advances and accountability
  • Maintain financial records and filing
  • Support budgeting and reporting
  • Handle mobile money payments
  • Assist audits and compliance processes
Qualifications
  • Diploma or Bachelor’s in Accounting/Finance
  • 2+ years experience in finance role (NGO preferred)

7. ADMINISTRATIVE ASSISTANT (1 POSITION)

Job Purpose
Provides office administration, logistics, records management, and operational support.
Key Responsibilities
  • Manage reception and office communication
  • Maintain filing and documentation systems
  • Coordinate meetings and logistics
  • Manage stores and inventory
  • Handle petty cash and office utilities
  • Support asset management and procurement
  • Ensure office operations efficiency
Qualifications
  • Diploma or Bachelor’s in Business/Admin/Logistics
  • 2+ years administrative experience

8. DRIVER (2 POSITIONS)

Job Purpose
Provides safe transportation of staff, materials, and project resources.
Key Responsibilities
  • Drive staff and partners to field locations
  • Maintain vehicle logs and fuel records
  • Conduct vehicle maintenance checks
  • Ensure safety and compliance with road rules
  • Support logistics and material transport
  • Maintain cleanliness and servicing schedules
Qualifications
  • UCE certificate
  • Valid driving permit (B, CM, DL preferred)
  • 3+ years driving experience (NGO experience an advantage)
