About the Role
J. Samuel Richards & Associates is seeking an experienced and strategic Finance Manager to lead the organisation’s finance, accounting, administration, procurement, asset management, and financial control functions.
The successful candidate will play a key role in strengthening financial governance, improving reporting systems, enhancing liquidity management, ensuring regulatory compliance, and driving cost efficiency across the organisation. The role requires a commercially minded finance professional with strong leadership skills and experience managing financial operations in a dynamic business environment.

Job Purpose

The Finance Manager will oversee the development and implementation of effective financial management systems, ensuring accurate reporting, strong internal controls, compliance with statutory requirements, and efficient utilisation of organisational resources.
The position will provide strategic financial guidance to management while supporting budgeting, forecasting, profitability analysis, procurement controls, and operational decision-making.

Key Responsibilities

1. Financial Management & Reporting
  • Lead accounting operations and ensure accurate recording of all financial transactions.
  • Prepare monthly management accounts, financial reports, and Board finance packs.
  • Manage account reconciliations and ensure timely resolution of financial discrepancies.
  • Strengthen financial reporting processes to support informed decision-making.
  • Ensure compliance with accounting standards and organisational financial policies.
2. Budgeting, Forecasting & Financial Planning
  • Develop annual budgets and support departmental budget preparation.
  • Prepare cash flow forecasts and liquidity management reports.
  • Monitor financial performance against budgets and provide variance analysis.
  • Identify financial risks and recommend corrective actions.
  • Support strategic planning through financial insights and analysis.
3. Treasury & Cash Management
  • Strengthen treasury controls, payment processes, and approval systems.
  • Monitor cash flow requirements and ensure availability of funds.
  • Oversee banking activities, reconciliations, and payment controls.
  • Improve financial processes to enhance efficiency and accountability.
4. Compliance, Tax & Statutory Management
  • Ensure compliance with Ugandan tax regulations, NSSF requirements, and statutory obligations.
  • Coordinate statutory filings and regulatory reporting.
  • Support external audits and ensure timely implementation of audit recommendations.
  • Maintain strong internal controls to minimise financial risks.
5. Procurement & Asset Management
  • Enforce procurement policies and supplier management procedures.
  • Oversee stores, inventory, asset registers, and asset control systems.
  • Ensure proper documentation and approval of procurement activities.
  • Strengthen controls around company assets, facilities, and operational resources.
6. Cost Management & Business Support
  • Support contract pricing, profitability analysis, and cost optimisation initiatives.
  • Analyse operational costs and recommend efficiency improvements.
  • Provide financial guidance to management on business performance.
  • Support turnaround strategies and revenue improvement initiatives.
7. Systems Improvement & Team Leadership
  • Improve accounting systems, financial processes, and reporting tools.
  • Strengthen system access controls and audit trails.
  • Lead, mentor, and develop finance and administration teams.
  • Promote accountability, accuracy, and continuous improvement.

Required Qualifications

  • Bachelor’s Degree in Accounting, Finance, Commerce, Business Administration, Economics, or a related field.
  • CPA Uganda full qualification is preferred.
  • Additional professional qualifications in finance, accounting, or risk management will be an added advantage.

Required Experience

  • Minimum 7 years’ relevant experience in finance, accounting, or financial management.
  • At least 3 years’ experience in a supervisory or managerial position.
  • Strong experience in:
    • Financial reporting and management accounts.
    • Cash flow management and forecasting.
    • Budget preparation and financial analysis.
    • Account reconciliations and statutory compliance.
    • Procurement and asset management controls.
  • Good knowledge of Ugandan tax regulations and social security requirements.
  • Experience managing accounting systems such as Tally Prime, QuickBooks, or similar ERP systems.
  • Advanced proficiency in Microsoft Excel.
