Job Summary

Key Responsibilities

1. Strategic Leadership and Project Management

• Lead overall implementation of the IIWMP.
• Ensure project activities align with:
  • Project documents.
  • Theory of Change.
  • Results framework.
  • Annual Work Plans.
  • Approved budgets.
• Manage daily operations of the Project Management Unit.
• Supervise:
  • Project staff.
  • Consultants.
  • Technical specialists.
  • Service providers.
• Coordinate National Project Board (NPB) meetings.
• Prepare meeting agendas and follow up on decisions.
• Work with technical working groups and stakeholders to ensure quality implementation.
• Coordinate recruitment and contracting of project experts and consultants.

2. Policy and Institutional Support

• Support development and implementation of waste management policies.
• Coordinate stakeholder consultations and validation workshops.
• Support development of:
  • Policies.
  • Standard Operating Procedures (SOPs).
  • Guidelines.
  • Regulatory frameworks.
• Strengthen cooperation between government institutions and project partners.
• Support capacity building of national and local government stakeholders.

3. Pilot Project Implementation

• Management of feasibility studies.
• Oversight of engineering designs.
• Coordination of Environmental and Social Impact Assessments (ESIA).
• Supervision of gender analysis and action plans.
• Management of procurement processes for:
  • Material Recovery Facility (MRF).
  • Healthcare waste treatment facility.
• Ensure compliance with UNDP procurement procedures.
• Monitor construction and commissioning activities.
• Work with HSE supervisors and engineers to ensure:
  • Quality standards.
  • Safety requirements.
  • Environmental compliance.
• Support Masaka City Council in developing operational models for waste facilities.
• Support training of municipal and healthcare workers.
• Promote circular economy awareness campaigns.

4. Project Scale-Up and Sustainability

• Develop strategies for expanding successful project interventions.
• Identify opportunities for:
  • Resource mobilization.
  • Co-financing.
  • Additional donor support.
• Document lessons learned from the Masaka pilot project.
• Support replication of successful waste management models nationally.

5. Monitoring, Evaluation, Accountability and Learning (MEAL)

• Establish and manage project monitoring systems.
• Track project indicators and results.
• Develop digital Monitoring, Reporting and Verification (MRV) systems.
• Monitor:
  • Waste flows.
  • Greenhouse gas emissions.
  • Environmental impact.
  • Project outcomes.
• Prepare project reports including:
  • Quarterly reports.
  • Annual technical reports.
  • Financial reports.
  • Risk reports.
  • HSE reports.
  • Workshop reports.
  • Back-to-office reports.
• Ensure accountability mechanisms are functional, including:

6. Financial and Procurement Management

• Manage project budgets according to UNDP financial regulations.
• Monitor expenditure against approved work plans.
