Job Summary

HCS Affiliates Group is seeking a highly organized, analytical, and detail-oriented Payroll Coordinator to manage payroll operations for outsourced employees. The successful candidate will be responsible for ensuring accurate and timely payroll processing, statutory compliance, employee records management, and providing HR administrative support.
The ideal candidate should have strong knowledge of Ugandan payroll regulations, labour laws, statutory deductions, HR systems, and payroll processes. This role requires excellent attention to detail, confidentiality, and the ability to manage strict payroll deadlines.

Key Responsibilities

Payroll Processing & Management
  • Coordinate the complete payroll processing cycle for outsourced employees.
  • Ensure accurate calculation of salaries, allowances, deductions, overtime, commissions, and adjustments.
  • Review payroll inputs including attendance, leave records, and employee changes.
  • Process monthly payroll and ensure timely payment preparation.
  • Maintain payroll accuracy and resolve discrepancies.
Payroll Compliance & Statutory Reporting
  • Process statutory deductions and ensure timely submission to relevant authorities.
  • Ensure compliance with Ugandan labour laws, payroll regulations, and employment requirements.
  • Maintain updated knowledge of statutory changes affecting payroll.
  • Support payroll audits and compliance reviews.
Employee Records Management
  • Maintain accurate payroll and employee records.
  • Update employee information related to salaries, benefits, deductions, and employment changes.
  • Ensure proper documentation for employee onboarding and offboarding processes.
  • Maintain confidentiality of employee and payroll information.
Payroll Reporting & Reconciliation
  • Prepare monthly payroll reports for management review.
  • Reconcile payroll variances and investigate discrepancies.
  • Prepare payroll journals and financial reports.
  • Provide payroll data and reports during audits.
Employee Support & HR Administration
  • Respond to employee payroll queries professionally and promptly.
  • Provide guidance on salary payments, deductions, allowances, and payroll-related matters.
  • Support HR operations and administrative activities.
  • Assist with employee onboarding and exit payroll processes.

Minimum Qualifications

Applicants should possess:
  • Bachelor's Degree in:
    • Human Resource Management
    • Business Administration
    • Accounting
    • Finance
    • Commerce
    • Related fields

Required Experience

Candidates should have:
  • 2–3 years of experience in payroll administration, HR operations, accounting, or related roles.
  • Experience managing payroll processes for multiple employees.
  • Knowledge of Ugandan payroll systems and statutory requirements.
  • Experience using HRIS and payroll management systems.
  • Practical experience with employee records management.
