IPC Coordinator – Baylor Uganda

Job Summary

Key Responsibilities

• Provide technical and operational leadership for IPC programmes within assigned districts and health facilities.
• Support implementation of Uganda’s National Infection Prevention and Control policies, guidelines, standards, and procedures.
• Translate national IPC priorities into district workplans, budgets, targets, and monitoring frameworks.
• Provide technical guidance to District Health Officers, hospital leadership, IPC committees, and healthcare managers.
• Integrate IPC activities into routine healthcare delivery, outbreak preparedness, antimicrobial resistance programmes, and quality improvement systems.
• Identify IPC risks, implementation challenges, and gaps while recommending appropriate solutions.

2. IPC Programme Planning and Implementation

• Develop annual, quarterly, and monthly IPC implementation plans.
• Coordinate IPC activities across hospitals, health centres, and supported healthcare facilities.
• Strengthen facility IPC committees and focal person structures.
• Ensure availability and use of IPC guidelines, tools, standard operating procedures, and reporting templates.
• Support facilities to develop and implement IPC improvement plans.
• Coordinate with partners to ensure harmonised and effective IPC interventions.

3. Capacity Building, Training and Mentorship

• Assessing IPC knowledge and skills gaps among healthcare workers and support staff.
• Developing and delivering IPC training, mentorship, and continuous professional development activities.
• Conducting supportive supervision visits to health facilities.
• Coaching healthcare workers on practical IPC implementation.
• Building capacity of IPC focal persons to conduct assessments, analyse data, and improve practices.
• Maintaining records of trained personnel, mentorship activities, and identified capacity gaps.
• Promoting multidisciplinary IPC learning among clinicians, nurses, laboratory teams, pharmacists, cleaners, and administrators.

4. IPC Assessments and Quality Improvement

• Conducting routine IPC assessments using approved assessment tools.
• Identifying compliance gaps in healthcare facilities.
• Supporting facilities to develop corrective action plans.
• Monitoring implementation of IPC improvement activities.
• Analysing IPC performance trends and recommending improvements.
• Promoting quality improvement approaches including:
  • Root cause analysis
  • Performance monitoring dashboards
  • Peer learning
  • Continuous improvement cycles
• Documenting successful IPC practices and lessons learned.

5. Healthcare-Associated Infection Surveillance

• Strengthen surveillance systems for healthcare-associated infections.
• Review facility IPC reports and data.
• Support investigation of infection outbreaks and occupational exposure incidents.
• Ensure timely reporting and escalation of IPC-related incidents.
• Work with surveillance, laboratory, and clinical teams to improve use of IPC data.
• Support evidence-based corrective actions.

6. Outbreak Preparedness and Emergency Response

• Ebola
• Marburg
• COVID-19
• Cholera
• Measles
• Other epidemic-prone diseases

• Supporting outbreak preparedness activities.
• Ensuring implementation of outbreak IPC protocols.
• Participating in risk assessments and simulation exercises.
• Providing technical support during outbreak investigations and responses.
• Supporting isolation, screening, referral, and infection control procedures.
• Monitoring compliance with standard and transmission-based precautions.

7. IPC Commodities and Equipment Management

• Advise facilities on required IPC supplies and equipment.
• Support forecasting and budgeting for IPC commodities.
• Monitor availability and usage of:
  • Personal protective equipment (PPE)
  • Hand hygiene supplies
  • Disinfectants
  • Waste management materials
  • Sterilisation supplies
• Identify supply gaps and coordinate solutions.
• Support systems for stock monitoring and prevention of shortages.

8. Stakeholder Coordination and Partnerships

• Build strong working relationships with:
  • Ministry of Health
  • District Health Offices
  • Hospitals
  • Health facilities
  • Development partners
• Participate in IPC coordination meetings and technical working groups.
• Support district IPC committee meetings.
• Share IPC updates, guidelines, and technical information.
• Represent Baylor Uganda in IPC-related forums and emergency response structures.

9. Programme Management and Staff Supervision

• Supervise IPC officers and assigned programme staff.
• Develop workplans, targets, and accountability systems.
• Conduct performance reviews and provide mentorship.
• Coordinate field schedules and supervision activities.
• Promote teamwork, professionalism, and accountability.
• Ensure activities are implemented within approved budgets and timelines.

Required Qualifications and Experience

• A Bachelor’s degree in:
  • Medicine
  • Nursing
  • Environmental Health
  • Public Health
  • Clinical Medicine
  • Biomedical Sciences
  • Laboratory Sciences
  • Or another related health discipline.
• A Master’s degree in:
  • Public Health
  • Epidemiology
  • Infection Prevention and Control
  • Health Services Management
    is an added advantage.
• Recognised training or certification in Infection Prevention and Control (IPC).
• Registration with the relevant professional council where applicable.

Required Experience

• Minimum 5 years’ experience in:
  • Infection Prevention and Control
  • Public health programmes
  • Clinical service delivery
  • Health programme implementation

• Coordinating IPC activities at district, regional, hospital, or programme level.
• Conducting IPC assessments and mentorship.
• Working with District Health Teams and Ministry of Health structures.
• Supporting outbreak preparedness and response.
• Experience with donor-funded Global Health Security programmes.
• Supervising multidisciplinary teams.
